Cat. Judging from the voice, probably feline.
She sounds like a woman from the American South to me.
Analisis confirmed, it's a cat.

analysis?
Mafia 1: Did fellow Mafia see Crazy Cat Cooking Show?
Mafia 2: No. What he make this time?
Mafia 1: He cooked pasta! With brussels sprouts!
Mafia 2: Gross! Even thinking of combination make Mafia want to vomit!
Based on the above quote in the game, the Cooking Cat is actually a male.

well tbh humans tend to use a male decriptor on anything we are unsure of, so that is nto really definitive proof

Guys can have somewhat femenine voices at times, so I can still buy Cooking Cat could be a male, there aren't any other instances where his gender is brought up so this is the best we have to go off of.

But again I am not saying he can't be, what I am saying is that a single male descriptor is not a definite proof either
now i'm sad that 3 different characters didn't refer to cooking cat with 3 different pronouns to further confuse everyone
